Just how the world will be able to effectively implement a carbon trading system if Russia joins the objectors (along with China and India) should be interesting to see.
That a carbon trading system will be created by the West still seems certain. Whether it will lead to actual reductions in carbon emissions – or even to a slowdown in the growth of carbon emissions – is debatable.
